New WiFi network prompts for password but cannot save it #615

What Happened?

Hi.

Last week I found myself for the first time in the situation where I came to a new location with my laptop in suspend mode. After resuming, before I log in, I tried to connect to a WiFi network. Greeter prompted me to add a password for the selected new WiFi network but nothing happened afterward. It took me about 5 retries to finally got it - as a non-user, I probably cannot save a new WiFi network, which makes sense.

Steps to Reproduce

Put your laptop in suspend mode and go to the location with the WiFi network you were never connected to. Before login, try to add the new WiFi network.

Expected Behavior

I'm guessing that preferred behavior would be to, instead of the password prompt, display a message to the user saying that only logged-in users can add a new WiFi network.

If connecting to Wi-Fi cannot work without a logged-in user, I don't understand why initial-setup has UI to instruct the user to do exactly that. I guess it used to work differently?
