I think [comboboxes should be in] sentence [case] because it's a noun or adjective and I think everything else that's title case is a verb
buttons, menu items: Title
tooltips, labels: Sentence

Hm I guess "actions" is more appropriate than just saying verbs
as in the widgets are actionable
like when you click a button you do a thing
when you make a selection, you're not really initiating an action
