Wrong grammar rule for neolatin languages on Human Interface Guidelines page #28

Hello everyone

I expected that the part of the guidelines that the grammar rules about title casing were talking about italian in the italian translation of the page (here is probably the best explanation I could find about title casing in italian grammar https://it.wikipedia.org/wiki/Aiuto:Titoli_di_opere_dell%27ingegno; generally speaking we tend not to upcase every word in titles but we prefer to use the uppercase just for the first word and proper names, as in other neolatin languages).

Actually what I found, instead of neolatin grammar rules for title casing, were english ones, since the section just follows one which talks about how to write the text inside a program and about how to support translation efforts in the best way.

Unfortunately I couldn't find a way to change the translation of the paragraph through the Weblate inferface so I thought it was a good idea to submit an issue here. I'm sorry, if this is a bad idea please close or delete the issue.

I think this could be resolved by adding a paragraph/sentence to the beginning of the whole “Text” section that mentions these rules are intended for English, but that developers and translators should follow established conventions for their own languages.
