Connect to the internet #127

If an internet connection is not already established, help users connect to the internet

This step should be skip-able

@danrabbit this is definitely a good idea. I just installed elementary OS 6.0 Odin and forgot to connect to the Internet and when I wanted to add an online account I had an error. Would be great to suggest connecting to Internet before the online accounts step, and skip it if there is no Internet connection.

@NathanBnm same for me! I was so used to connecting to the internet as a normal part of a linux install that I was really puzzled by the online accounts error, I thought it meant that elementary didn't support Nextcloud. Then I noticed the lack of an internet connection.

Moved to Initial Setup since networks are typically configured per device, not per user and we need it for things like setting timezone
