Remove new user creation #31

If we expect users already exist because of https://github.com/elementary/greeter/issues/268 or being created by an existing admin user, we can remove new user creation from onboarding. Instead, it should just focus on exposing common first-run settings to users.

Sounds like we're creating a new Onboarding repo, so this is irrelevant.
