Sort cases equally #49

Fixes #47.

Makes not preferred languages sort only by their lowercase names so that all languages with first lowercase letter don't end up at the end of the list.

@donadigo make sure any improvements here also get opened up on the equivalent view of the installer; they're substantially the same.

Gonna close this since it conflicts and #47 was never confirmed
