Dock pops up when cropping an image #119

Pantheon’d Dock is usually hidden when Photos is maximized. However, the Dock pops up when cropping an image. This behaviour potentially hides important elements of the bottom bar (for controlling the cropping). Take a look at the screenshot that I attached for an example.

I'm going to mark Plank as affected here too since it only happens with the hide-on-maximize mode. One way to fix it would be to extend to being "Hide when this window or its parent window is maximized".

However another way to fix it would be to add the crop controls to the action bar so that it isn't a separate window popping up when you're cropping

This doesn't happen on 0.4.1 Loki.
