Cannot save as quality other than 90% #58

Doesn't matter what other options I select, the quality option remains greyed-out. Replicated on physical installation and virtualized LiveCD.

When scaling constraint is set to "original size", quality is greyed out to whatever value that's set (by default 90).

Shotwell / Photos attempts to avoid re-encoding exported images whenever possible. (Re-encoding JPEGs degrades their quality.) When "Quality" is greyed out that means Shotwell / Photos doesn't need to re-encode and so the Quality is moot, hence it's greyed out.
