@danrabbit @davidmhewitt any idea why this wouldn't be reflected when building a stable ISO from the os repo? Initial Setup is still not preinstalled.

Yep, the launchpad recipe is build on request, and it hasn't been: https://code.launchpad.net/~elementary-os/+recipe/metapackages-juno
