Scales with value or marks are not centered #1262

What Happened?

Scales that show value or have marks are no longer center aligned

Steps to Reproduce

Have a scale somewhere
Set draw_value to true or add marks
See that the alignment gets icky

Expected Behavior

We should set the size/margins of the scale such that it is always centered even when showing value or adding marks
