Fixes #29

[x] Add new action "Edit" to action bar
- [x] New popover for editing Name, Comment, Icon and Command fields
- [x] Edit before adding new Custom Command
- [x] Monitor FileMonitorEvent.CHANGES_DONE_HINT to ensure changes reflected in UI.
- [ ] Style the new widgets

Input from UX team required for styling but this PR provides the required mechanisms.

Master codebase changed too much to merge.
