Support TimeFormat of AccountsService #56

Goes with https://github.com/elementary/greeter/pull/279 but won't crash if this interface is not currently there

@danrabbit I've changed it and made it simpler, we also only listen to the GSettings as fallback (but still update it for retro-compatibility)
