When using two displays in vertical configuration and the primary display (the one with title bar and app bar) is the bottom one, its not possible to drag windows from the bottom display to the top. The Title bar seems to stop windows from being dragged pass it. The workaround is to set the top display as the primary one so there is no title bar between the two displays.
