display arrangement doesn't work #29

i'm using Loki beta. the bug is in useless 'Apply' button in settings, when i try to shift my right monitor little bit higher than the left one it changes nothing.

I'm getting this inconsistently. It seems sometimes apply works, othertimes it does not.
