Unable to set key shortcuts when disabled #273

Prerequisites

[x] I have searched open and closed issues for duplicates.

Describe the bug

Cannot update / change a shortcuts on the Switchboard Keyboard Plug.

To Reproduce

Steps to reproduce the behavior:

Go to Shortcuts tab
Click on any Shortcut which is disabled
Shows "New Accelator..."
Attempt to assign any key combination to Shortcut
Shows key shortcut as disabled.

Expected behavior

New shortcut key combination should be available after assigning, and not be disabled.

OS: Fedora - OS Version: 31
Hardware: ASUS Zenbook 14 UM433D

[x] I'm using the latest released stable version

On my Archlinux, the same problem. Some of the system combinations don't work, the user combinations don't work at all.
