Control: Add Gala runtime dep #404

Seems like we should runtime depend on Gala for its settings keys, and also now for the Super key behavior

I wouldn't say the super key thing was a hard dependency, it won't blow up or crash if Gala isn't there. But the settings schemas are a good shout.

So I'd say just remove the version from this so we don't cause any issues during this batch of updates if this hits the PPA or people's machines first for whatever reason.
