Auth on demand to enable or disable parental controls #130

Instead of the infobar, we should ask for permission when you try to enable or disable parental controls on a user

Just noting here that malcontent does auth on demand, so if we decide to drop non-malcontent blocking as in #146 then we can make the app view sensitive as long as blocking is enabled
