Blocking an application fixed in the dock causes strange behavior with authentication and multiple launches

Describe the bug

I am not sure if this belongs here or in plank, but here it goes. When an application is fixed in the dock, blocking it with the "Ask for admin password" option does not work properly when launching from the dock.

To Reproduce

0. Add calculator to the dock
1. Block it inside to Screen Time and set for asking admin password
2. Launching it from the Applications menu asks for Admin password
3. Launching from the dock does nothing
4. App launches multiple windows when successfully launched from Applications menu. It seems related to the number of times launching from dock is attempted.

Expected behavior

Password popup appears and, after successful authentication, application launches normally in only one window.
