Drop support for blocking non-flatpak apps #146

Since we're moving AppCenter to Flatpak, hiding apps from the ubuntu repos, and our stance is that flatpak is the officially supported sideloading method, It seems like it would be simpler to only support blocking flatpak apps via malcontent and drop other mechanisms for app blocking

What about providing methods to stop sudoing and accessing flatpak configurations? Assuming that the parent or guardian is using system flatpaks, they would need to be able to stop others from messing with stuff from the appcenter (i.e. downloading the blocked flatpak on their user acc.)
