Allow non-admins to set their own restrictions #78

After #46 is implemented, we'll be able to authenticate as an admin to place restrictions on your own account, but non-admins won't be able to set their own restrictions.

We need a way that users can set their own restrictions, but not be able to remove restrictions placed on them by admins
