Provide more context in the plug for Digital Wellbeing features #93

Similar to the heading and copy in Security & Privacy → History, it might be useful to share more context here that the controls can be useful for parental controls or to help yourself disconnect.

This would also provide a place to reassure that any usage data (i.e. in an app usage pie chart) is stored locally on the device and never uploaded anywhere.

When selecting yourself:

Manage your Digital Wellbeing and usage of this device by setting limits on time usage, websites, and apps.

When selecting another user:

:bust_in_silhouette: Junior McKiddo

Help Junior manage their Digital Wellbeing and usage of this device by setting limits on time usage, websites, and apps. Some limits can be bypassed with an administrator's authoriztion.

When selecting another admin:

:bust_in_silhouette: Adelaide Admin

Help Adelaide manage their Digital Wellbeing and usage of this device by setting limits on time usage, websites, and apps. Note that Adelaide can change or bypass these settings since they are an administrator.

Only thing I don't love: the usage of "they/their" since it might cause problems in translations.

When selecting supervised (non-admin) user:

Supervise and manage usage of this device with limits on time usage, websites, and apps. Some limits may be bypassed with an administrator's authorization.

I think it would be fine to drop other admins, as I don't see a good reason to add another special case here.
