Better smooth scrolling #222

True smooth scrolling, doesn't have scroll threshold now

Not sure if its me but with this PR the speed of scrolling is improved (slower) but the the scale periodically "stalls" during scrolling. Seems to be related to the rate of scrolling. Probably out of scope for this PR but it would be better if the scale responded to scrolling over its full height - like it does in the wingpanel indicator.
