GTK4 Preparation #319

This is to check where we are blocked in https://github.com/elementary/tasks/issues/317#issue-1079025613 so we can prepare a port of tasks.

Where we are blocked:

[ ] Depends on Granite
[ ] Depends on libchamplain which is to be replaced by libshumate
[ ] Depends on libclutter-gtk
[ ] Depends on libgee which is unrecognized at compilation when the aforementioned are commented in meson.build

The following are dropped in GTK4:

[ ] Uses Gtk.TargetEntry
[ ] Uses Gdk.DragContext
[ ] Uses Gtk.EventBox
[ ] Uses Gtk.RadioButton
[ ] Uses Gtk.ButtonBox
[ ] configure_event signal
