Make Horus/Jammy the default target for all our projects #175

We don't have the resources to backport things to Jólnir so it would be better to set it as lowest dependency. This means:

Set minimum meson version as 0.61.2 in all projects
Allow to increase minimum GLib version up to 2.72.0
Allow to increase minimum Gtk 3 version up to 3.24.33
Minimum Mutter version is 42
Minimum Flatpak version is 1.12.7

And probably more.
