We don't use Whoopsie on elementary OS; did you install it manually? It's also possible it was pulled in by another package you've installed.
Well, the icon looks the same as the on of the manual bug report app.
This repo is for the “Report a Problem” dialog accessible via System Settings → About → Report a problem. But your issue here looks like it’s with an Ubuntu app called “Whoopsie” which they use on Ubuntu to help collect bug reports. They may use the same icon name since they're both for reporting issues, but we don't ship or control Whoopsie on elementary OS.
Are you in fact on elementary OS? If so, have you installed something like ubuntu-desktop
or some other Ubuntu metapackage?

As not everyone is able to speak German, I am gonna translate the first 3 lines: Sorry, »elementary OS 5.1.2« hat einen internen Fehler festgestellt. Send error report to the developers? If you encounter any more problems, try restart your comter.
Prerequisites
Describe the bug
When an error occurs, the dialog asks me if I want to send it and to remember this decision. I check the remember decision box and click 'Send'. Then another window pops up (See screenshots). If I type the command manually, the same error occurs (See logs). Also settings does not get saved.
