AGPLv3+ license added #13

Good to go since there is nothing copyrightable in here yet. Same license as other web components.

This repo is for issue tracking only, no licensable content should be added.

@lewisgoddard One of the problems of moving said issues to another platform (should the situation arise) is that even comments are copyrightable. Better safe than sorry, and it helps find unlicensed actual repos, (of which there still might be a few).
