Add numlock and caps lock indicators #81

Star Labs actually ships an extension on devices that ship with GNOME Shell with similar functionality, so I'm adding this to the OEM project as it's something they (and other OEMs) might want to enable ootb.

However... I have just noticed that the keyboard indicator hiding (i.e. when I have no layouts and when caps lock goes off), causes the bluetooth disabled and notifications waiting indicators to re-animate which is a bit jarring.

I would guess this is a bug in wingpanel itself (or the other indicators) and probably isn't directly caused by this PR.
