Wingpanel can be moved to other monitors with keyboard shortcuts

Describe the bug

Wingpanel can be moved to other monitors with keyboard shortcuts (and will overlap apps).

To Reproduce

Steps to reproduce the behavior:

1. Have more than one monitor (I tested on three 1080p monitors)
2. Open any menu from wingpanel (e.g. applications)
3. Press Super+Shift+Left/Right arrow

Expected behavior

Nothing

Notice how wingpanel is not on the same monitor as plank (both should be on default).

I'm unable to reproduce this. Super + Shift + Left/Right works for other apps, but when wingpanel is focused it doesn't.

Still a problem for me in elementary os 6.

I can confirm this happens on Odin for me except that I have to press Shift + Super+ Up/Down because I have two screens arranged one above the other.
