🐞 Bug report: Option to add Global Widget missing in 'Edit with Elementor' interface

Prerequisites

• [X] I have searched for similar issues in both open and closed tickets and cannot find a duplicate.
• [X] The issue still exists against the latest stable version of Elementor.

Description

Currently using the latest versions of the Elementor plugin, but there is no option to save anything as a Global Widget.

Steps to reproduce

1. Login to WordPress
2. Edit any Page in Elementor

Isolating the problem

• [ ] This bug happens with only Elementor plugin active (and Elementor Pro).
• [ ] This bug happens with a Blank WordPress theme active (Hello theme).
• [X] I can reproduce this bug consistently using the steps above.
