It's important to note that this experiment is an Alpha experiment and not all functionality is working at this point. It is there for testing purposes and should not be used on production websites. We will be improving it in the next releases.
If you deactivate this experiment, the Save as template function will work as expected.
This issue is a Duplicate of #21831.

Description
The preview button on the top bar doesn't work. This problem seems to only exist in the theme builder. I tested it in the header and footer and it didn't work.
