bump min requirements to PHP 7.2 or at least 7 #305

Note: I have a simplified version of the plugin that will work with older sites I'm going to make available, that can likely support PHP 4 or earlier versions and will still do an OK job at exporting. Once exported, that can be deployed with the latest plugin version...

in not wanting to discourage users who may be looking to WP2Static as a means to archive an old site or simply keep publishing an old site without worrying about upgrading the server it's on, keeping the required version to 5.6 for now, but should do some testing on pre 5.3 environments, now that the dependencies are much less...
