Whoa, this is a really cool idea 😮 Hmmm... I really like the concept, going to consider how this could be balanced. My plan currently is to make elements increasingly an aspect of Ninjutsu in particular, so it would be a little awkward to make elemental resists which only reduce Ninjutsu damage
All good! Elemental focus with ninjutsu to give it a more refined identity works. Sorry I wasn't aware of that plan. Perhaps Shrine will come to life in another way in future. 🐱

What?
Add a shrine to each village where players can charge their chakra into a protective magatama with an elemental affinity, controlling their own elemental resistances. The shrine acts as both a new world building element to each village, as well as a gil and time sink. The elemental resistance system is necessary before element related features or combat content is further developed.
The shrine could act as one of the first instances of RP flavour, bringing more immersion.

How?
Shrine contains priests and other (shinto-like) clergymen whose job is...to balance the elemental chakras in their village because each village is so heavily attuned to one of the core elements? Flavour flavour.
Player themselves slowly channel their chakra into a magatama of their choice, but because they are not specialized in this area, it's slow and they must pay a general fee o Like 15-30 minutes minimum to prevent elemental resistances being changed at will all the time o This can be sped up considerably by paying an even larger sum to the priests: their assistance is reserved only to the most esteemed donors. Wink wink. o The cost in yen and the time required goes higher the further you are in the chosen element's magatama row o Only one elemental magatama or bead can be charged at a time o I forgot, you need a way to uncharge (flavour into breaking?) a magatama or a bead too. Flavourable and can be just a button. Instant.
The shrine contains both magatamas and beads to charge o Magatamas are for the 5 core elements: fire, water, lightning, wind and earth. The beads are for the elemental combinations (total of 10 + light/dark). Because the beads are for elemental combinations, there are less of them. o Charging beads does not have a 100% chance, the more you charge of the same element the worse chance
Each magatama is 10% in resistance, capping at 50% or -50% (the resistance CAN be negative, making it a weakness) and each bead something like 10%-25%. Numbers are just examples, I only know up to 4th grader math. o I haven't yet thought of what exactly can make it go into negatives, other than weather system (more on this some other time, future-proofing) and combat jutsu effects
Whole point is to not be able to charge ALL of them, only certain amount of magatama available. I forgot to add a magatama counter at the corner. o Could however be able to charge all beads (taking into account it may not be 100% succesful and they're limited to 3)
Non-elemental jutsu is always available as a fail safe for players to fall back on, as well as other elemental jutsu in their possession.
The element player has chosen at chuunin level gives resistance automatically, filling some of the magatamas. Bloodline could work this way too. It also gives them weaknesses, naturally.
ALTERNATIVELY: Have resistance be split into stages rather than percentages: normal damage received, damage received halved, damage received nullified, damage received absorbed. Shin Megami Tensei style.
