Rename Patrols -> MapNPC
Rename Operation -> WarAction
Increased base regen of Castles, now equal to 1 Jonin raiding
Increased base regen of Towns, now equal to 1 Chuunin raiding
This means taking a fresh Castle without first taking both Towns requires >2 Jonin
Towns can now be owned independently of the region's Castle
Stability mechanic
Ranges from -100 to 100 (or higher with some policies/upgrades)
Stability resting point for Castles starts at 75
Stability resting point for Towns starts at 0
Resting point for Towns increases by current Stability of region's Castle (if owned)
Resting point for Towns decreases by 100 when controlled by anyone other than the original owner
If below 0, has red nameplate and chance to spawn rebellion at intervals
Rebellion damage scales with stability (lower stability = higher damage)
When Town reaches 0 HP it returns to original owner's control
Rebellion is defeated when the Town's stability reaches 0 or higher
Effects that are modified based on Stability (2x at 100% Stability, 0x at -100% Stability)
Health regeneration
Resource generation
Defense resting point
Actions that normally increase or decrease Defense also affect Stability
Defense and Stability now change an amount per hour based on the gap between current and target value
20 points of difference = +1 change

The following buildings are available for construction:
Village HQ
Workshop
Market
Academy
Hospital
ANBU HQ
Shrine
Ramen Stand
Building construction takes a set amount of time and costs resources to begin
Constructing a building of a given tier requires a Workshop at least equal to that tier (Workshop excluded)
Buildings have upgrades that are available for research based on their tier
Researching an upgrade of a given tier requires a Village HQ at least equal to their tier
Upgrades can be activated after unlock and require resource upkeep (some are permanent and have no upkeep)
Activating an upgrade takes 3 days and requires resource upkeep during the activation period
Upgrades can be toggled off but must be reactivated to regain the benefits
Only one Building and one Upgrade can be under construction and research each at a time
Construction and research can be boosted at the cost of village points, reducing the remaining time in half
Boosting costs a number of village points equal to 5 per hour saved
Additional upgrades and building tiers will be added over time along with future updates
Resource Decay
Resources over the resource cap will decay by 2% per day.
Initial cap is 50k total resources by default, can be increased through permanent upgrades.
War Score / Victory Conditions
Wars have a minimum duration of 3 days and a maximum duration of 7 days
Wars reward points on end based on total war score, where 1000 Score = 1 Village Point
Rewards are based on winner: winning village gains all the points, otherwise split evenly on a draw
Victory is determined based on relative war score
At 3 days, winner must have at least double their opponent's total score
At 7 days, winner must have at least 50% more than their opponent's total score
Victory requirement scales between 3-7 days
Victory conditions are checked at the start of each hour
Proposal vote time down from 24 hours -> 12 hours
