Regarding https://github.com/elena/django-news-podcast/blob/master/9999_2013-12-29.md#25-nov-2013-using-setuptools-to-make-django-adminpy-runnable-on-windows-21340 -- The current status is going towards to (my initial reservations with setuptools out of the window since Donald supports it):

• Supporting distutils and setuptools is a nogo since it makes the install process trickier and requires more testing.
• There is no need for a windows specific wheel, pip install should do the right thing (tm) but still has a bug somewhere (or my code is buggy, to be determined)
• "Wheels with Python 3.3 alleviating a lot of this pain" -- Wheels work just fine in python 2.X and are my preferred way of deploying, dunno what you mean with the 3.3 reference.
