Adding LAUNCH_TARGET for Docker #50

Currently, Docker users have no way to run the other tutorials since they have different launch files but no way to set them. This change allows Docker users to run the other tutorials. This is based on a suggestion from @apockill in https://github.com/elephantrobotics/mycobot_ros/issues/46.

@fedorenchik you just deleted the main branch and it closed several PRs. Was that your intention and should I resubmit to a different branch?

@mostlyjason yes, this was closed by GitHub automatically. it should be merged to noetic branch probably.
