Issue on docs, pronunciation dictionaries don't work as intended #96

I was using the Projects workflow, as I had just upgraded to the Creator tier, and the pronunciation dictionaries do not work the way they are laid out in the documentation. I tried making my own, and it said it wasn't formatted correctly. Then I copied and pasted the example verbatim into a .pls file and tried to upload it, and it didn't work.

I assume this isn't supposed to happen, or the documentation for that section does not have the correct information. Information on how to format it correctly, or a fix, would be much appreciated.

I got them to work by making it an XML file instead of a PLS file, but now the phoneme replacements aren't working at all. It seems to be confused by the IPA, despite using IPA characters and formatting.

Similarly, when using a pronunciation dictionary with the IPA alphabet, the pronunciation was so wildly inconsistent we thought the dictionary was not taking effect at all. However, when we switched the alphabet to cmu-arpabet, the results were much more consistent.
