In case there are two limnoria bots with this plugin in the same irc room and one quotable reference like D123 or rP456 is posted to that room, the bots will quote each other indefinitely. This happened on 2017-11-11, but it wasn't the first time.
One could keep track of the N most recently quoted references and avoid posting a new quote if the reference was mentioned within the last M minutes.
