Summary MILS files sometimes missing from IRIS #23

Describe the issue

Every Settlement Period, a larger MILS file is produced that has a summary of all BMU MILS.

Steps to Reproduce

Steps to reproduce the behavior:

Connect to IRIS
Run the client over an extended period of time
Note that you may see times where a full Settlement Period passes without a summary MILS file, only the individual redeclarations.

Expected behaviour

A summary MILS file is also present in the IRIS queue.

Observed behaviour

Only the individual redeclarations are present.

A fix for this has now been released, and summary MILS files should be published via IRIS correctly.
