Missing data for ISPSTACK and BOAV prior to 2024-02-01

Describe the issue

Data for ISPSTACK and BOAV (at least) is missing prior to 2024-02-01 while the data does exist in the legacy non-Insights system.

Steps to Reproduce

Steps to reproduce the behavior:

1. Request ISPSTACK or BOAV data for 2024-01-31

   https://data.elexon.co.uk/bmrs/api/v1/balancing/settlement/stack/all/bid/2024-01-31/1

2. Notice the response is empty
3. Try again but for the following day 2024-02-01

   https://data.elexon.co.uk/bmrs/api/v1/balancing/settlement/stack/all/bid/2024-02-01/1

4. Notice response now contains data

Expected behaviour

Time periods prior to 2024-02-01 should contain data as they do with the legacy system
