Browse Server link in page editor points to file resources tree #101

In the visual editor (ckEdit), when editing a text link, selecting "Browse
Server" presents the resource file tree rather the page file tree. Entering
a relative links works fine, but, ideally, Browse Server should point to
the correct tree, or default to the page content tree.

From a UI perspective, Would it make sense to present the content and
resource trees on the same page? 

+ Home 
+ File

Or even just put the Resources on a separate tab on pages.jsp (along with
Structures), if the browser would return the correct reference to ckEdit
that way.

For 0.3, I'd like to indicate that browsing the content tree for hyperlinks is 
critical. 

Putting Home and File on the same screen would be one resolution, but the key 
issue
is that hyperlink Browse Server button does not provide access to the content 
tree
(rendering it useless).
