Create CheckVist like outline editor #90

Create outline mode editor for quick outlining site structure.

Add new tab "Outline" before "Pages". So we will have two editors: 

* outline editor 
* classic tree editor (keeping old editor)

Main goal creating outline editor - is to create handy tool for quick
outlining site structure. At the beginning we will try to copy UI from
CheckVist.

* We could create pages in the outline without drilling down to the page detail 
tabs. 
* The UI presented the titles for pages without content in dim text like 
CheckVist 
without the strikeout)
* A TODO tracker (or count) on the site configuration tab.

There are problems with hotkeys in underlying plugin jsTree with jQuery 1.4.

This feature will wait jsTree release 1.0 which will be fully compatible with 
jQuery 1.4
