Setup staging site to develop and test next release #92

* Move the work-in-progress documentation updates to http://staging.vosao.org 
* Write documentation to match upcoming release 
* Update staging with latest development code whenever stable

Alex setup staging.vosao.com with the .01 release, and Ted has moved the WIP
documentation over. 

When release is ready for distribution, we could backup and restore staging to
production (www).

Also we can just swap domain names in google apps staging<->www and put staging 
to
production.

Hmmm, swapping domain names would work for .02, but what about .03, or 1.0?

A lot of people update a site on a regular basis, such as weekly or monthly, 
and need
a way to fully review a site before it is released.

As a test for issue 94, I uploaded our front page images to a public web album. 

I didn't move any of the interior page images, so that we could compare the
difference between using GAE and another service. 

Of course, if we decide to go forward with integrating with another service for
images, we should take out a separate account for vosao.org, rather than use 
mine.

Just as a note, the home page images are referencing a Wev Picasa account setup 
for
for webmaster@vosao.org. There are two albums, one for the slideshow and the 
other
for everything else. Right now, only the home page images references Picasa.
