Unable to select network operator #196

What steps will reproduce the problem?
1. Go to system settings
2. Select More
3. Select Mobile networks
4. Select Network operators

What is the expected output? What do you see instead?
See Error while searching for networks. Expect no error message, but should see 
list of available network operators after clicking Search networks

What version of the product are you using? On what operating system?
Jellytime R22, with Jellytime-R22 kernel, Android 4.1.2

Please provide any additional information below.

Manual Search Network does not work in R24 version but I tried "
cm-10-20121029-UNOFFICIAL-ace.zip" and there's already fixed. So there you can 
find inspiration :)

Still broke in R26.2 if already connected to a network, even roaming. Showed me 
list of network operators once when I had no network available. Was unable to 
test again.

R27 Mobile Network / Network Operator / Search Networks and Choose 
Automatically does not work. Only after re-entering the SIM card PIN, and there 
is a new search structure of the GSM network

Issue still exists on R28. Network operator is 3sweden/3denmark.

I've also been getting the same issue with R24 -  R28. Not tried R29.  Does 
anyone know if the issue has been fixed? I would have thought this would be a 
critical fix since no network means one is unable to see the phone as a 
phone???

No change with R30. Impossible to choose a Network operator manually. Near a 
country border it's important!

A sort of workaround that i have tried in CM9.x is to extract libhtc_ril.so 
from update-cm-7.0.0-Legend-signed.zip
(make a backup of existing .so first) replace and reboot. The downside is that 
it breaks data network.
