Call ringtone selection sound not working

What steps will reproduce the problem?
1. Power off the telephone.
2. Power on the telephone.
3. Go to System Settings > Device > Sound.
4. Under Call Ringtone & Vibrate select Phone ringtone.
5. Select a ringtone.
   You will hear the ringtone play.
6. Using another telephone, place a call to your phone.
   The incoming call notification screen displays a notification, but there is no sound.
7. Repeat steps 3,4 and 5. At the end of step 5 you will not hear the ringtone 
play.

What is the expected output? What do you see instead?
The expected output is you should hear the ringtones when selected, as well as 
hearing the ringtone when you receive an incoming call.

What version of the product are you using? On what operating system?
