[TalkBack] Resume from suspended state when screen turns on #189

What steps will reproduce the problem?
1. Open settings, security, set screen lock to none.
2. Pause Talkback with the global context menu.
3. Press power to turn off the screen.
4. Press power again to turn the screen back on.

What is the expected output? What do you see instead?
I expect Talkback to resume, like it does when the lock screen is enabled. 
Instead, I get no feedback at all, even though the screen is on again.

What version of the product are you using? On what operating system?

Talkback 3.3.0B2 on Android 4.2.2.

3.4.0_b1 adds an option for this in TalkBack settings > Developer settings > 
Resume from suspend.
