Quick navigation does not always provide spoken feedback #190

What steps will reproduce the problem?
1. flip down then left
2. move left till you hear quick navigation 
3. start moving around the wheel, it doesn't speak

What is the expected output? What do you see instead? The expected output is 
for all the wheels in the quick navigation menu to read and for TalkBack not to 
stop reading when navigating the wheel. Talkback is not being responsive to 
movements around the wheel and will stop speaking, moving around the quick 
navigation wheel will eventually solve this problem or quitting the quick 
navigation by navigating to the cancel button

What version of the product are you using? On what operating system? Nexus 7 on 
Jellybean verson 4.2.2

Please provide any additional information below.

In the newest beta when I go to the quick navigation menu sometimes there will 
be speech other times there will be no speech. Also I can't move to the right 
of the wheel because if I do TB will say home screen 3 and that's it.

Are you hearing any audio feedback? Moving around the circle should make the 
"focused" noise and speak if there are items in the direction you're moving 
(clockwise is equivalent to swiping right), or the "complete" wood block noise 
if there are no more items in that direction.

Yes I can hear the sounds but not Voice output at some points. Even with the 
new version of TB V 3.3.0 I still have this issue

Thanks for the reply. Two further questions:
1. Is this happening in all applications, or just in one specific place?
2. Are you using Google TTS or a third-party speech engine?

1. it's happening in all applications.
2. It doesn't matter what TTS I'm using it could be Espeak, Google or Acapella
