[ChromeVox] Does not associate defined data header to data cells in data tables #261

What steps will reproduce the problem?
1. Create a simple data table using scope attributes (row and col) to define 
column and row headers.
2. Use swipe or finger scroll through data table.
3. Only the data is read in the data without the row or column headers 
associated to it.
4. Problem is in Firefox, Chrome and native browser.

What is the expected output? What do you see instead?

Logic for speaking within web content is currently managed by ChromeVox.
