Dual auto language switching with talkback neded around the world #432

What steps will reproduce the problem?
1. creating an option in TB to select a tts for each language
if tts engines is availeble, the same way to choose multi languages in google's 
keyboard, ETC
like "uncheck" the system default tts another list of languages apeare
and we attach each tts engine with its language of choice.
the same or like in the
"accessible text editor" and the like.

What is the expected output? What do you see instead?
If the user installed more than one tts for more than one language<
like : google tts with (us english) and acapela tts with (arabic) language
making them work at the same time each reads in its own language
we international talkback users in genral using this service,
with multiple apps,
e.g "accessible text editor" app,
but we need it much more importantlly with "talkback"
since most of what we're viewing with our android phones mostly in both 
languages sometimes in one sentance,
like in web browsing, e-maling , ETC.

What version of the product are you using? On what operating system?
Needed with talkback in all android virsions on all devices

Automatic language switching is an absolute need for multi-lingual users. 
Presently, to switch the text to speech engine's language, the user needs to 
undergo several steps. With a toggle option in Talkback Settings (or another 
location) Talkback should allow the user whether to switch languages 
automatically. By default, it should switch languages automatically, since 
thats ideal and preferable. Despite having 350 votes, I am disappointed at the 
silence from Google, which I hope breaks soon...

Enough people have expressed their desire for automatic language switching 
capability. I doubt any other ticket has reached 356 votes in the Eyes Free 
issue tracker. I would urge the Google Accessibility team to respond, 
mentioning their views and comments on the feasibility of the implementation of 
this feature. Kindly do not disregard or trivialize the non-substantial commens 
on this issue, many non-native English speakers have been unable to eloquenctly 
expres themselves, but regardless, their comments should increase the priority 
that should be given to this feature request. I am terribly disappointed with 
Google and their seriousness about serving users with special needs and their 
keenness to improve their accessibility services.

Our Company just realized such application; we are able to recognize the 
language and read (TTS) texts in different languages with the proper speech 
synthesizer. Of course, specific data for supported languages should be 
installed, as well as the necessary voices. (pf@baum.ro)
