Allocated adjudicators still appearing in the trainee allocation screen. #1

If the adjudicator’s score is 1, and he/she is placed in a chair during 
adjudicator allocation, he/she can still be selected under trainee allocation.

The correct behaviour would be that once allocated to a panel, the adjudicator 
should not show up in the trainee allocation, regardless of what their test 
score is.
