How to determine the round? and what for energy?

I have already decided 5 rounds if the amount of teams are 22.
but somehow it contains error in round 4 in allocating adjudicator.

here is the round type.
1st is random
2nd is preliminary preceded by round 1
3rd is preliminary preceded by round 2
4th is preliminary preceded by round 3
5th is bubble preceded by round 4
